Our director, Barron Harper, is foremost an International Tax Preparer who works with Americans resident or invested abroad.  This work requires a comprehensive understanding of complex filing requirements imposed by the Internal Revenue Service (IRS).  In recent years the Service has stepped up those requirements with new stricter penalties being applies to US persons who do not comply with IRS.  Americans living abroad who are unaware that they should be filing returns annually are exposing themselves unnecessarily to being caught and penalized.

Preparing tax returns for some 25 years, Barron is considered to be experienced, competent and reliable in this highly complex arena of International Taxation.  He is a graduate of North Texas State University (University of North Texas) from where he earned his MS in Accounting in 1985, specializing in US Taxation.  During and after his education, he worked in public accounting in Dallas, Texas, and in Santa Fe, New Mexico, before arriving in Europe in 1992 where he served the American Expatriate community for over 20 years.  Presently he continues this service from northern California.

International Tax Consultant, Richard Smith, consults with our firm on matters of international tax compliance issues.  With over 30 years of experience, his competencies include individual and corporate tax planning and return preparation; GAAP and international accounting standards; all US international tax forms; transfer pricing and Advanced Pricing Agreements; Foreign Tax Credits; resolving audit issues with tax officials; tax treaty interpretation; international reorganizations; expatriate issues; withholding tax issues.

Over the years, Richard has resolved collection issues for expatriates, sorted out complex questions related to FATCA and FBAR issues, provided technical assistance on residency issues, worked on a corporate restructure plan, negotiated agreements with Competent Authorities of foreign countries, wrote international training material, and negotiated refunds of taxes withheld in Europe for US corporations. Having negotiated agreements with Competent Authorities of  foreign countries, he once obtained a $1 million refund on a case held in abeyance for over nine years.  Semi-retired after serving as an International Taxation Consultant, Rick has a BBA with Account major from Western Michigan University, educational training with the Internal Revenue Service and in European Economic Studies wit the Foreign Service Institute in Alexandria, VA.
